Before the team can dial, an admin completes a four-step application: the calling agreement, who you call and the state you operate from, weekly calling hours with attempt limits and a cooldown, and the caller ID numbers you dial from. The federal 8:00 AM to 9:00 PM window can never be overridden, and stricter state rules apply on their own.

No. Sessions are for people who contacted you or bought from you, and you attest to that when you import a list. Purchased lists, scraped numbers, and people who never contacted you are not supported.
A number on your Do Not Call list, a time outside the federal window or the person's state and your own calling hours, a holiday for that person, a daily, weekly, or total attempt limit, or a cooldown that has not passed. The session tells you which rule applied.
